Matt Roberts

Matt is an Associate Director in Frontier’s energy practice with over fifteen years of experience advising clients in the energy industry.

Matt’s focus of expertise is in energy network regulation, but he also leads projects across the energy supply chain.

Matt works for clients across Europe, including utilities, investors, regulators, and Government bodies. He has provided due diligence advice to investors in regulated networks, including transactions in the UK; Northern Ireland; Finland; Belgium; and elsewhere, advising on how economic regulation drives value and risk.

Matt also provides expert witness services in dispute proceedings, advising on both merits and damages quantification in investor-state and commercial disputes, as well as price control appeals.  Matt was a testifying expert in the 2021 UK energy network appeals to the CMA.  Matt has worked extensively alongside leading law firms including White & Case; Freshfields; Linklaters; and Slaughter & May, and is named on the Who’s Who Legal list of energy sector experts.

In the UK, Matt has worked with both energy networks and Ofgem, advising on the design and implementation of network regulation.  His expertise includes benchmarking and cost assessment; incentive design; outputs regulation; cost of capital; and financial modelling.  Matt has a particular interest in issues around the future of gas in the UK having led Frontier’s study into future gas network regulation for the Committee on Climate Change; and various projects relating to developing commercial and regulatory frameworks for hydrogen.

Matt graduated in PPE from Oxford University and completed a MSc in Economics at Birkbeck University.
