Report on the application of the Postal Services Directive adopted by the European Commission

The European Commission has adopted its fifth report to the European Parliament and the Council on the application of the Postal Services Directive. Frontier (Europe) contributed to the analysis underpinning this report.

The Directive opened the market for letters to full competition across the European Union (EU) in 2013.  The report summarises how the Directive has been implemented across the EU and the main developments in the postal market since December 2008.  The analysis draws on Frontier’s study for the European Commission on the principles used to calculate the net costs of Universal Service Obligations.  The Staff Working Document accompanying the report sets out the details of this analysis drawing on the findings of our study.
