Frontier announces promotions to Associate Director and Manager

Frontier has announced promotions within its management team for 2017. Annabelle Ong is promoted from Manager to Associate Director. Alex Whittaker, Catherine Galano, Clive Kenny, Isabelle Carslake, Mark Johnson, Matthias Janssen, Pablo Gonzalez, Tara Chapman, Tim Black and Tom Ovington are promoted from Consultant to Manager.

PROMOTION TO ASSOCIATE DIRECTOR

Annabelle is a regulatory expert in the water and transport sectors. She is an expert in outcome-based regulation and has led various projects in the water and aviation sectors to improve the regulatory approach to quality of service. In the water sector her clients include many of the water companies as well as UKWIR, Ofwat and Defra. In the transport sector, Annabelle has provided advice to a global client base including Heathrow Airport, Toronto Pearson Airport, Changi Airport and easyJet.

PROMOTIONS TO MANAGER

Alex advises clients, primarily within the energy sector, on regulatory, strategic and policy issues. He has a particular interest in future of the UK energy system, and has provided economic advice to firms and government on issues including smart grids, demand-side response, and the way in which consumers make choices in energy markets. Alex has led development of various quantitative models, and also has experience working on competition issues across a variety of markets.

Catherine advises on strategy, regulatory and policy issues across sectors, with a focus on energy and infrastructure. She has worked alongside private companies, industry associations, government agencies and regulators in France and other European countries. Her experience covers issues such as market design, price controls, investment remuneration mechanisms, competition, the sale and acquisition of assets, and policy evaluation. Catherine joined Frontier after graduating from HEC Paris Grande Ecole and completing a Masters in Economics and Public Policy at Ecole Polytechnique, ENSAE and Sciences-Po Paris.

Clive specialises in helping telecommunications and media clients manage regulatory, competition and public policy issues. In the telecommunications sector, Clive advises regulators and operators in the fixed and mobile sectors around the world. In the media sector, he advises broadcasters and regulators in media policy, regulation and on competition cases.

Isabelle’s main areas of expertise are the theory and application of regulation and competition policy in the postal and transport sectors. She has advised the European Commission, regulators and regulated firms on commercial and regulatory issues such as the costing and funding of the universal service, price control and access pricing together with competition issues and postal reform in post. In the transport sector, examples of recent project work include providing advice on setting airport regulated charges and evaluating the economic impact of the express industry.

Mark joined Frontier in 2006 and has since advised clients on a range of strategic and regulatory issues.His work focuses on retail and consumer facing sectors, and on the commercial and competitive challenges faced by retailers in the UK and elsewhere. Mark also has recent experience in competition litigation and in working with businesses to respond to regulatory and policy developments.

Matthias joined Frontier in 2011. He advises leading European companies and public authorities in the energy sector and other sectors.He helps companies and organisations to analyse the economics of their markets and act to gain competitive advantage or respond to regulatory pressure. He regularly advises on energy market design issues, competition assessment, wholesale and retail pricing, and on the assessment of climate policy instruments.

Pablo has advised public and private sector clients on energy issues since 2006. His work focuses on Spain, Portugal and Latin America and covers the regulation of gas and electricity networks, market design, and competition and state aid issues. Pablo’s recent work includes supporting a gas network company during their last price control review, regulatory and commercial advice on the acquisition of electricity generation and network assets, and contributing to expert reports requested by a Spanish utility in a variety of litigation cases.

Tara has over six years’ experience as an economic consultant, and works in Frontier’s strategy practice.She has wide experience in business strategy, competition issues, behavioural economics and customer insight. Her clients are in the retail, financial services and media sectors. Tara has advised many clients on how to use behavioural economics in both the design of commercial propositions and regulatory action.

Tim’s main focus is commercial and regulatory issues in the retail and consumer industries, and he has also worked on projects in financial services.His recent project experience includes analysing the economic model and profitability drivers for a major retailer; assessing the commercial impact of government policies; reviewing an airline’s pricing strategy; and working with the industry regulator to design a price cap for a financial services product.

Tom joined Frontier in 2008. He is particularly experienced in advising clients within the telecoms sector, including both regulators and operators. He has worked on a broad range of competition and regulatory issues including consolidation, abuse of dominance, litigation, price controls and spectrum auctions.
