Update of KPIs in the telecommunications sector in Mexico

The telecoms regulator in Mexico (Instituto Federal de Telecomunicaciones or IFT) has published a consultation to consider the views from the industry and other interested parties in order to update the key performance indicators (KPIs) applicable to the Preponderant Economic Agent in Telecommunications (AEPT). The consultation is open until November 10, 2021.

The KPIs were introduced after the Biennial Resolution of 2017 with the aim of monitoring the performance of the AEPT in the provision of regulated wholesale services and to prevent potentially discriminatory behaviour in favour of companies related to the AEPT.

More than four years after their introduction, the IFT is considering an update to account for the regulatory and market changes during this period. Two key changes include (i) the implementation of the functional separation of the retail and wholesale divisions of Telmex / Telnor; and, (ii) the regulatory changes introduced in the wholesale reference offers and the Biennial Resolution of 2020.
