Frontier’s latest report, commissioned by the Department for Transport and the Office for Zero Emissions Vehicles, has just been published. It provides an independent evaluation of a number of key grant schemes designed to support the transition to zero emissions vehicles.

The evaluation focused on three schemes within the overall grant portfolio of OZEV: the Plug-in Vehicle Grant for cars and vans; the Electric Vehicle Homecharge Scheme; and the Workplace Charging Scheme. Evidence was drawn from qualitative analysis of interviews with market experts and stakeholders which focused on exploring the impacts attributable to the grant schemes, and quantitative analysis of the relationship between observable market trends and the OZEV grants.

Some of the key insights include evidence that:

• The OZEV grants have had an important impact in building demand for electric cars in the market.
• Price has become a relatively less important driver of the demand for electric cars over time, with charging an increasingly prominent concern.
• Grants for zero emissions vans are increasingly important as electric vans become viable.
• It is difficult to attribute growth in UK EV manufacturing directly to the grants under evaluation, though experts felt that the OZEV portfolio may have contributed to securing product allocation in the UK.
• Additional sales attributable to the grants will have significant social benefits in terms of reduced carbon emissions. 

In our report, we also provide recommendations to policymakers around future evaluation of OZEV policies.
