Frontier announces promotions to Associate Director and Manager

Frontier has announced promotions within its management team for 2018. Paul Cullum, Kat Deyes and Christoph Gatzen are promoted from Manager to Associate Director. Fraser Davison, Laura Petschnig, Danail Popov, Hanna Rotarius, Michael Yang and Michael Zähringer are promoted from Consultant to Manager.

PROMOTION TO ASSOCIATE DIRECTOR

Paul works in Frontier’s financial services practice and advises organisations on regulatory strategy and public policy. He specialises in supporting firms through investigations by sector or competition regulators, and engagement with policy makers. Paul also advises firms on their strategic response to regulatory or policy reform in their markets. Paul’s clients include Scottish Widows, Tesco Bank, and Lloyds Banking Group.

Kat has over 18 years’ experience as a public policy economist, having worked both in the government advising ministers on a number of high profile issues, and as a consultant with Frontier. She is an expert in the design of policy to improve social outcomes and the assessment of costs and benefits of policy options across healthcare, social investments, infrastructure, the drivers of economic growth including place-based policy, and education. She has worked extensively with clients in all major government departments such as HM Treasury, the Department for Transport and the Department for Education; the wider public and voluntary sectors including NHS England and the Salvation Army; as well as businesses in sectors such as infrastructure and finance.

Christoph provides regulation, competition, and transaction advice, as well as dispute support to energy sector clients and law firms across Europe. His clients include utilities (e.g. Innogy,Verbund), Transmission System Operators (e.g. Tennet, Swissgrid, APG), DSOs (e.g. Westnetz), ministries (e.g. BMWi), regulators (e.g. ELCOM, E-Control, BNetzA), industry associations (e.g. BusinessEurope, ECI), the EC, and banks and investment funds (e.g. Bank of America, Brookfield). Christoph works regularly on generation asset appraisal, network planning, power storage, auction design, and wider market design aspects in the context of the decarbonisation of the power, heat and mobility sectors.

PROMOTIONS TO MANAGER

Fraser advises clients across a wide range of sectors on competition issues including merger cases, dominance assessments, and damages litigation arising from antitrust infringements. He has extensive experience in the mobile sector and regularly works closely with colleagues in Frontier’s telecoms practice to provide competition advice in this area. Fraser has also worked on cases across a number of jurisdictions and in recent years he has advised several high profile clients through the European Commission’s merger approval process.

Laura works in Frontier’s strategy practice, where she advises leading European companies in the consumer and financial industries. Her work focusses on business strategy, innovation and regulatory strategy. As an expert in behavioural economics, Laura also advises clients on how to use behavioural insights to support strategic choices – both for commercial propositions and regulatory action.

Danail advises public and private sector clients on policy and regulatory issues. He has a particular focus on education and labour markets, and has provided economic advice to firms, government and regulators on a range of issues such as pay and qualifications in further education, funding and area cost adjustments in healthcare, and the labour market returns to different forms of education. Dan’s work often involves the use of large data sets and complex modelling to determine the impact of certain policy interventions.

Hanna works in Frontier’s Competition practice and has experience in follow-on damages litigation arising from antitrust infringements, as well as merger cases and abuse of dominance cases before the European Commission and national competition authorities. In particular, she works on cases in Germany and has advised clients, inter alia, in the automotive industry and the wholesale and retail industry.

Michael Yang specialises in Finance Economics and has extensive knowledge across different infrastructure and utility sectors including energy, telecoms, transport, and water sectors in the UK as well as Europe. Since joining Frontier in 2010, he has advised a large number of network utilities on price controls, the development of business plans, and supported them through consultation processes. He has recently worked for the UK Regulators Network and the French energy regulator, major British and Irish water and wastewater companies, and regulators.

Michael Zähringer joined Frontier in 2008. He advises companies and public authorities, primarily from the energy sector, on a wide range of strategic, regulatory and competition related topics. His recent experience includes bidding advice and design of renewable electricity auctions, the regulation of gas and electricity networks and dispute support in the European gas sector. The combined experience of working for industry members, policy makers and regulators from various countries gives Michael a unique insight with clear perspectives of both sides of the market.
